Yes, absolutely. In practice, a UAE residency visa issued by RAKEZ is valid throughout all the Emirates. Renting an apartment, registering a car and enrolling your children in schools in any Emirate, including Dubai and Abu Dhabi, are legally allowed. There is no requirement to live in Ras Al Khaimah.
